Tint Question

Question on tints. If they are 35% does that mean it passes 35% of the light or does it pass 65% of the light? i am trying to learn what it means.

it means if you shine a mag lite to the window that only 35% of it will be shown.. Heres an example on my buddys charger he has 5% when we hold a mag lite to it we cant see in it at all day or night.
