Looks like a vacuum operated heater control valve in between radiator and the heater core,it controls how much heated water you want to get to your heater core,it is operated by your temp knob,the more you turn your knob to hot,more vacuum is allowed to open that valve,also works the other way for cooler temps by closing off hot water to the core,hence colder temps.
