Loseing hot air from heater at idle.

    I have a 95 with 4 cyl 5 speed with A/C.Heater works good until you stop and engine is ideling.It starts blowing cold air until you rev the engine then starts blowing hot air again.I'm asuming it's a vaccum line problem somewhere.The valve on the heater hoses with the vaccum line has no vaccum at idle or with the engine revved up which doesn't make sense.Any suggestions of where to look or try appreciated.
