There should be a schrader valve (looks like a tire valve stem) on the fuel rail somewhere. Thats where you check pressure at

Im guessing by fire you mean spark? Ok does it have fuel? Being an 86 im thinking its carb. So can you watch fuel go through the carb?

28 seems rather low. It should be 40 or so? As far as the miss I would look for a vacuum leak. A backfire is a dead give away of a vacuum leak....

provided its a super cab then explorer/mountaineer seats bolt in. You will need to do something for a center console though
it wont move even in neutral? if so you have the brakes locking/something in a differential holding it, or something in the t case. Try jacking...
