    GOOD LORD that was hard to read. Please try that again... Could this be a simple user error thing? To shift into LOW, trans must either be in neutral or park(if manual, jiggling of the shifter helps), brake must be pressed, truck cannot be moving. Same for shifting out of LOW.

    You don't list a location nor truck information... But assuming this is a Ranger, what may be the case is the thin sheet metal filler neck that the fuel cap screws into and the rubber hoses attach to. May have rusted through or a weld may have failed. Not a cheap part to replace...
